Why did city council, staff spend 3 hours in closed session Monday?

The confidential discussion was regarding 'personal matters about an identifiable individual' and 'labour relations or employee negotiations'

City council and senior staffers spent more than three hours in closed session at Monday’s council meeting. A 'closed' meeting means the public and media are not able to attend to listen to the discussion.

According to the council agenda, city politicians discussed, in the closed session, an "organizational review" from the chief administrative office, regarding “personal and personnel” matters pursuant to Section 239(2), subsection (b) and (d), of the Municipal Act, 2001.

Per the act, subsection (b) refers to “personal matters about an identifiable individual, including municipal or local board employees,” and (d) refers to “labour relations or employee negotiations.”

After the closed session discussion, council adopted two confidential directions arising from the meeting.

The adopted motions are as follows:

“That confidential report CAO-24-01 dated January 2, 2024 from the Chief Administrative Office regarding personal and personnel matters with respect to the organizational review be received as information; and that the confidential direction to the CAO be adopted.”

“That, further to the confidential report CAO-24-01 from the Chief Administrative Office regarding personal and personnel matters with respect to the organizational review, the confidential direction to the Deputy Clerk be adopted.”

Following Monday’s council meeting, Mayor Don McIsaac declined to comment on the closed session discussion.
